No contact forms, evidence uploads, case triage, accounts, comments, messaging, public visitor reports, or visitor-to-visitor publishing features.
Terms and scope
A public handbook, not a casework service.
Watch Your Water Bill helps visitors read public sources, check common bill issues, prepare their own evidence privately, and use official complaint routes.
The website is intentionally static and low-data. It does not ask visitors to submit personal, sensitive, financial, health, family, criminal, or safeguarding evidence to this site.
Clear exclusions
What this website does not contain and shall not contain.
No public analytics beacon, advertising tracker, profiling tool, behavioural marketing tag, cookie-based tracking, or localStorage-based tracking.
The site shall not ask for, collect, store, triage, or publish visitor evidence involving health, abuse, vulnerability, capacity, care, finances, crime, family matters, or similar sensitive circumstances.
ICO position
Article 6, Article 9, and DPIA decision.
The public handbook does not collect visitor personal data through forms, accounts, comments, uploads, analytics, or contact routes. If a future feature collects personal data, a lawful basis must be documented before launch.
The site does not collect special category data. Future features that touch health, vulnerability, care, capacity, family, abuse, or similar evidence must not launch without an Article 9 condition, extra safeguards, and a privacy review.
The current static handbook is not designed around high-risk personal data processing. A data protection impact assessment should be revisited before any contact, upload, triage, analytics, account, or public-submission feature is added.
Ofcom position
Online Safety Act feature decision.
Visitors cannot post, upload, comment, message, create profiles, or publish content that other visitors can encounter.
The site does not operate a public search engine or searchable database service across user-generated or third-party content.
The site is a household water-bill handbook and does not host pornographic content or age-restricted user material.
Any forum, comments, public reports, uploads, messaging, user accounts, or embedded search feature needs a fresh online-safety review before it is built.
ICO and Ofcom guidance reviewed
The reviewed position is simple: keep the site as a static handbook unless there is a deliberate, documented decision to add regulated or data-collecting functionality.
Reader note
Use this site as first-stage research and evidence guidance. It is not legal or financial advice, casework, emergency support, debt advice, safeguarding advice, or a route for submitting personal evidence to this website.
The site cannot guarantee bill reductions, refunds, complaint success, enforcement, regulator action, payment support, or any particular outcome. Official bodies, companies, ombudsman routes, regulators, advisers, and courts decide matters according to the evidence and their rules.
